Wasn't actually written right before the scene, but it was written in about 5 minutes and didn't get changed when they shot it.

I though this was a mock speech they had prepared from the get go but planned to have proper one written up by the time they'd film this scene. Instead they forgot and Pullman delivered the placeholder speech so well that they decided to keep it.
