The driver is required to carry liability insurance in case of injury or damage caused to other people. This would have been an option to purchase at the time of the rental (with most rental companies I am familiar with).
Then they are open to law suit as they were driving illegally without insurance and are still liable for the damages to the other person.

Speaking to coverage. The term "full coverage" is more a term made by the banks to make sure you keep "comprehensive" and "collision" on the vehicle. This means if you wreck the car it gets repaired or paid out for its value.
Liability is the section of the policy that covers other people you hit. Your "Bodily Injury" shows the amount per person and amount per accident your policy will cover for people you hurt. "Property Damage" is the limit your policy will payout for things you hit (think cars, buildings, city light poles, etc).
We typically recommend carrying a minimum of 100k/300k for bodily injury and 100k for property damage.
As for your comprehensive and collision deductibles, most finance companies will not let you go above 1 thousand.

I think this may be a "lost in translation" between you and your agent.
You mention wanting minimums on one car and full coverage on Car A. When you say full coverage do you mean just adding "comprehensive and collision" or also increasing the liability limits on that vehicle?
I ask because liability limits must be the same on each vehicle as they are policy level coverage, not vehicle level coverage. If you asked for increased limits on vehicle 1, you get those on vehicle 2.

Not all companies will insure those items, call your agent. If they do they will need receipts to endorse it on your policy, and yes it will cost more.

Typically the easiest way is going to be through a cluster. Many of them will want you to have a stand alone office, not work from home.
Service oriented meaning customer service not production. You answered that with this post though.
Start networking. You need to generate a large enough network that when you go indy you wont be starving for leads. Check out your local BNI groups.
Have you figured out how much premium you need to write and how long you need to write that amount for to gain those residuals? Do you get residuals? What are commission splits?
Or are you service oriented?
